International Master of Public Administration (IMPA) Program at School of Government

Founded in 1898, Peking University was the first national university in China to offer academic training in a wide range of disciplines. Adhering to the philosophies of "spreading political culture, leading academic trends, cultivating excellent citizens and creating outstanding leaders", the School of Government has closely integrated the discipline of public administration with China's major strategic needs. Over the years, the School of Government has nurturedmany high-level, inter-disciplinary public sector leadersin China and all over the world. This program is strategically positioned to develop outstanding leadership talent for the global public sector. It aims to nurture graduates who have international perspective, are familiar with China, and who possess foresight, introspection and innovation. In this program, students will master professional knowledge in the fields of public administration and public policy through advanced analytical methods and technology. They will be equipped with the ability to analyze and solve public sector problems in complex environments, and be well-positioned for high-level, inter-disciplinary leadership positions in the public sector.

 

The Peking University School of Government welcomes international students to study in the International Master of Public Administration (IMPA) program.The IMPA program seeks to enroll: university graduates interested in public sector management, government officials, staff of multinational corporations, staff of international organizations, staff of research institutions and international nonprofit organizations, as well as management staff of foreign government agencies, multinational enterprises, international organizations and nonprofit organizations based in China.

 

Enrollment Plan

30 Students.

 

Program Mode and Registration Period

1)  Full-time education;

2)  2-year program;

3The language of instruction is English.

 

Application Requirements

1)    Applicants must be non-Chinese citizens with a valid passport, or any other identification certificate sufficient to verify his/her nationality;

2)    Applicants for the master’s program must have attained a Bachelor’s degree or above;

3)    Applicants must be proficient in English. Non-native English speakers or candidates whose undergraduate education was not conducted in English are required to submit a TOEFL or IELTS test score as proof of English proficiency. Applicants with the following scores would be considered competitive:

    TOEFL 100 or above in iBT (Internet-Based TOEFL);

    TOEFL 600 or above in PBT (Paper-Based TOEFL),

GRE(1300) or above,

    IELTS 7.0 or above.

4)    All applicants shall be in good physical condition and carry no infectious diseases which may have a serious impact on public health, or which fall under any of the health situations prohibited by China’s Entry-Exit Inspection and Quarantine Laws and Regulations.

The application period for the IMPA program will be from September 30, 2018 to March 31, 2019.The application materials must be sent to: MPA Center, Room 125, Leo KoGuan Building, School of Government, Peking University, Beijing, China,100871. The date of the postmark will be used as reference for application materials.

Personal   Statement

 

Personal   statement must be written in English and be about 1000 words in length. It   shall cover essential information as applicant’s academic background, work   experience, achievements, and future career plans, including a research plan   at Peking University.

Recommendation   Letters

Two   recommendation letters are required by two associate professors (or above)   who know the applicant well.

English   Language Proficiency Test Results

Applicants   who are not native English speakers orwhose undergraduate education was not   conducted in English shall provide TOEFL, GRE or IELTS test scores.

Photocopy of   a Valid Passport

The passport   must be a personal regular passport.

All   successful candidates must enter China and register with Peking University   using the same passport as used for applying for the program.

Application Fee

There is a non-refundable application fee of 800 RMB or equivalent US dollars. International applicants are required to use the online payment while applying through the PKU online application system.

 

Initial Round of Selection

The eligibility of all the applicants will be assessed according to the requirements by the Admissions Committee of School of Government. The school will select qualified applicants for an interview by the end of April, 2019.

 

Interview

After an initial round of selection, an interview is required before students are admitted. The Admissions Committee will give a comprehensive test for applicants and submit the admission list to the MPA Center.

 

Admission

After all examination processes and confirmation of the admission list by the Graduate School and International Students Office, the offer letter will be sent out in late June 2019together with other necessary documents for visa processing.

 

Registration

Registration will take place in early September 2019. The exact date will be specified in the admission letter.

 

Tuition and Scholarship

1)      The tuition of the IMPA program will be RMB 80,000 Yuan per year, and RMB 160,000 Yuan in total for two years.

The provisional tuition fees are given for reference only, and the exact number will be given on the admission letter.

2)      Applicants are able to apply Chinese Government Scholarship through http://www.csc.edu.cn/Laihua/; part of the tuition fee and some other fees like dormitory fees, allowance and insurance can be covered if the application is successful.

3)      Other scholarships can be checked on www.isd.pku.edu.cn.

 

Degree

Students are required to successfully complete all course work, a master’s thesis and a thesis defense within the required time period. After meeting the above requirements and with the approval of University Degree Committee, the International Master of Public Administration will be awarded.
