International Master of Public Administration (IMPA) Program at School of Government

Adhering to the philosophies of "spreading political culture, leading academic trends, cultivating excellent citizens and creating outstanding leaders", the School of Government has closely integrated the discipline of public administration with China's major strategic needs. Over the years, the School of Government has nurtured many high-level, inter-disciplinary public sector leaders in China and all over the world. This program is strategically positioned to develop outstanding leadership talent for the global public sector. It aims to nurture graduates who have international perspective, are familiar with China, and who possess foresight, introspection and innovation. In this program, students will master professional knowledge in the fields of public administration and public policy through advanced analytical methods and technology. They will be equipped with the ability to analyze and solve public sector problems in complex environments, and be well-positioned for high-level, inter-disciplinary leadership positions in the public sector.

 

The Peking University School of Government welcomes international students to study in the International Master of Public Administration (IMPA) program. The IMPA program seeks to enroll: university graduates interested in public sector management, government officials, staff of multinational corporations, staff of international organizations, staff of research institutions and international nonprofit organizations, as well as management staff of foreign government agencies, multinational enterprises, international organizations and nonprofit organizations based in China.

  

Program Mode and Registration Period

1)  Full-time education;

Application Requirements

1)  Applicants must be non-Chinese citizens with a valid passport , be in good health, abide by the laws and regulations of the Chinese Government as well as the rules and regulations of the school; for applicants who are Chinese mainland, Hong Kong, Macao and Taiwan residents and have immigrated to a foreign country and applying as an international applicant, the time for acquiring for a non Chinese nationality should be earlier than November 30, 2013 (this is subject to the timing of his/her valid foreign passport or the nationality certificate held by the applicant) as well as the certificate of cancellation of Chinese nationality;

2)    Applicants for this master’s program must have already attained a Bachelor’s degree or above; those who graduated from non-mainland Chinese universities must have a bachelor's degree from institutions recognized by the Ministry of Education of the People’s Republic of China (undergraduate applicants who want to skip grade or transfer will not be accepted)

3)    Applicants must be proficient in English. Non-native English speakers or candidates whose undergraduate course was not conducted in English are required to submit a TOEFL, GRE or IELTS test score as proof of English proficiency.

4)    All applicants shall be in good physical condition and carry no infectious diseases which may potentially have a serious impact on public health, or which fall under any of the health situations prohibited by China’s Entry-Exit Inspection and Quarantine Laws and Regulations.

 

Application Period and Mailing Address

The application period for the IMPA program is up to March 31, 2020. The application materials must be sent to: MPA Center, Room 125, Leo KoGuan Building, School of Government, Peking University, Beijing, China, 100871. The date of the postmark will be used as reference for application materials.

PKU   Application Form

The PKU   Application Form will be available until March 31,   2020, please visit http://www.studyatpku.com to fill in the   application form. It must be printed out, signed, dated, and have a photo attached   on to it.

Degrees

An original   copy and a photocopy for each degree is required (in English or Chinese, the   photocopy must certified by the respective institution). Graduating students should provide an expected graduation   certificate or a certificate that proves your current student status at the   time of application. After being admitted applicants are still expected to   submit their degree certificate.

Official   Transcripts

Transcripts   must list all courses taken and all scores obtained, they should be original   or a certified photocopy in Chinese or English.

Personal   Statement

 

Personal   statement must be written in English and be around 1500 words in length. The   contents should cover essential information such as the applicant’s academic   background, work experience, achievements, and future career plans, including   their proposed research at Peking University.

Recommendation   Letters

Two   recommendation letters in Chinese or English are required.

English   Language Proficiency Test Results

Applicants   who are not native English speakers or whose undergraduate education was not   conducted in English shall provide TOEFL iBT (above 100), GRE (above 315) or   IELTS (above 7.0) test scores.

Photocopy of   a Valid Passport

The passport   must be a regular personal passport that is valid for three months after   enrollment.

All   successful candidates must enter PRC and register with Peking University   using the same passport as used for applying for the program.

Application Fee

There is a non-refundable application fee of 800 RMB. International applicants are required to use the online payment while applying through the PKU online application system.

 

Initial Round of Selection

The eligibility of all the applicants will be assessed according to the requirements by the Admissions Committee of School of Government. The school will select qualified applicants for an interview by the end of April, 2020.

 

Interview

After an initial round of selection, an interview is required before students are admitted. The Admissions Committee will give a comprehensive test for applicants and submit the admission list to the MPA Center.

 

Admission

After all examination processes and confirmation of the admission list by the Graduate School and International Students Office, the offer letter will be sent out in late June 2020 together with other necessary documents for visa processing.

 

Registration

Registration will take place in early September 2020. The exact date will be specified in the admission letter.

 

Tuition and Scholarship

1)      The tuition of the IMPA program will be RMB 80,000 Yuan per year, and RMB 160,000 Yuan in total for two years.

2)      Applicants are able to apply for the following scholarships: Chinese Government Scholarship, Beijing Government Scholarship and Peking University International Student Scholarship. According to the scholarships, part of the tuition fee and other fees such as dormitory fees, allowance and insurance may be covered if the application is successful.

3)      The assessment and grant of scholarships shall be subject to assessment in accordance with the relevant regulations of the state and the university. For more information please refer to www.isd.pku.edu.cn.

 

Visa, medical insurance and accommodation

Applicants who are admitted must apply for a study visa in China at the Chinese Embassy with their admission letter and their application form (JW201 / 202). Those who have more than a 6-month study period must apply for the X1 Visa. Applicants will need to go to the Peking University International Students Office to convert their X1 Visa into a Foreigners Residence Permit within 30 days after arriving in China.

 

According to the Ministry of Education, international students must purchase medical insurance in China. Students will be able to buy this at the registration office on the day of registration. For those who do not purchase the required medical insurance, Peking University will not be able to register you as a student.

 

Except for the applicants who have been awarded a scholarship, no accommodation will be provided; the international students who have resided outside the campus must register at the local police station within 24 hours after arriving in China.

 

Degree

Students are required to successfully complete all course work, a master’s thesis and a thesis defense within the required time frame. After meeting the above requirements and with the approval of the University Degree Committee, an International Master of Public Administration degree will be awarded.
