2018 LSE-PKU Double Master Degree Program in Public Administration and Government

About the Programme

Organised jointly by LSE and Peking University, this innovative double degree offers an outstanding opportunity for graduate students and young professionals. The first year is spent at the School of Government at Peking University, with a focus on public policy in China and the Asia Pacific region. The second year is spent at LSE, studying public policy and administration. It offers the following benefits:

· obtaining two degrees through studying at two of the best universities in the social sciences in China and in Europe

· gaining insights into public policy and administration in two very different countries

· combining an empirical and a theoretical approach to public policy and administration

· studying in small seminar groups with limited numbers of students

· engaging at an advanced level with the latest academic research and undertaking your own research-based term work and dissertation

· a good preparation for further research work or for a career in education, public administration or the private sector

Programme details

The language of instruction is English. At Peking University, Classes will incorporate a mix of lectures, seminars, case discussions, tutorials, presentations and so on. The students need to take 5 compulsory courses and can select other 2 courses from a list of optional courses. They complete the First Year programme by completing 19 credits and writing a dissertation on a topic relevant to their studies.

At LSE, students follow the programme of the MSc Public Policy and Administration including a range of compulsory and optional courses, as well as completing a research-based dissertation.

Course assessment is by assessed coursework (in some courses) and by a final exam.

Year one: PKU

The language of instruction is English. Classes will incorporate a mix of lectures, seminars, case discussions, tutorials, presentations and so on.

The program comprises of

- Taught Component (7 courses: 5 compulsory, 2 optional)

- Thesis Component (15,000 words) and defense

At Peking University, the students need to complete 19 credits, take compulsory courses including

--Chinese Politics and Public Policy

--China’s Economic Development and Reform

--Quantitative Methods for Public Policy

--General Introduction to China

--Chinese Language

and can select two other courses from a list of optional courses:

--Research Design and Practice

--Innovation and Strategy for Economic Development

--Theories and Practices of International Organizations

--Strategy and Management of Public and Non-profit Organization

--Law and Society in China

--Distributive Justice in Public Policy

--Health Policy and Reform

--Regional Development Strategy in China

--European Studies

--Chinese Foreign Policy

--Comprehensive Studies of Africa

--Optional Courses of Related Schools

All courses are one semester long. Course outlines are for indicative purposes only, and final names and contents may vary. Not all courses may run in every year.

Master Thesis

Students are expected to bring specific research questions concerning public policy and management to the program, as a part of thesis research preparation. Towards the end of the first semester, a number of faculty members from the school will be invited as potential thesis supervisors, and the school will make arrangement for students to choose their supervisors. The thesis is expected to combine theoretical perspectives, analytical skills and practical experiences of public management, and aiming at solving practical problems. Students must pass oral exam for the thesis.

Degree Requirements

Students are required to successfully complete 19 credit-worth course work and a master thesis and thesis defense within the first year. After meeting the above requirements, students can get approval of the LSE year study, after getting the degree from LSE, with the approval of PKU Degree Committee, the master degree of Management in Public Policy will be awarded from PKU. The two degrees cannot be awarded separately if students fail in one side.

Year two: LSE

At LSE students are part of the MSc Public Policy and Administration programme. By taking appropriate combinations of courses students can obtain the MSc with a specialised stream in Comparative Public Policy or Public Management. Students can choose one specialisation to be noted on their degree certificates.

Compulsory courses

(* half unit)

· Approaches and Issues in Public Policy and Administration examines major issues in understanding public administration and policy.

· Either Public Management Theory and Doctrine* looks at the key areas of public management with reference to both developed and lesser developed world contexts or Comparative Public Policy Change* examines explanations of policy change using cross-national comparison or The Politics of Policy Advice* looks at how policy advice is commissioned, produced, managed and used.

· Either Introduction to Quantitative Analysis* covers the foundations of descriptive statistics and statistical examination and inference or Applied Regression Analysis* is concerned with deepening students' understanding of the generalised linear model and its application to social science data.

· Dissertation

Students will be expected to choose courses to the value of one unit from a range of options in public management and comparative public policy and administration. Course choice and acceptance into specific courses depends on the availability of courses in a given year, staffing resources, the number of seminars offered for a particular course and student demand. The courses above represent the current structure of the MSc Public Policy and Administration but this may be subject to alteration.

The programme regulations available are for the current academic session and may be subject to change before the beginning of the next academic year. For more information about course availability in the next academic session, please contact the relevant academic department. The School reserves the right at all times to withdraw, suspend or alter particular courses and syllabuses, and to alter the level of fees. Courses are on occasion capped (limited to a maximum number of students) or subject to entry conditions requiring the approval of the course convenor. The School cannot guarantee that places on specific courses will be available.

Graduate destinations

The programme provides an excellent preparation for careers in academia, business or consulting, government or international agencies, the media, politics and law.

Fees

The total tuition for the PKU year is 80,000 RMB (the year 2018), which should be one off payment. The total tuition for the LSE year will be £21,744 (the year 2019).

Application and Admissions

All International applicants must meet the following entrance requirements:

1. Applicants must be non-Chinese citizens with a valid passport,

2. Applicants must have attained a Bachelor’s degree or above,

3. Applicants who are not native English speakers or whose undergraduate education was not in English are required to take an appropriate English Language Proficiency Test and in general achieve a sufficient score, such as,

TOEFL 627 or better (Paper Based Test)

TOEFL 263 or better in CBT

TOEFL - iBT 107 or better

IELTS 7.0 or better (details can be checked on LSE website)

Application Deadline

Admission

After getting two offers notice and confirmation of the admission list, the PKU Offer Letter will be sent out in late June 2018.

Applicants are able to apply Chinese Government Scholarship through:
